Era globalisasi dan digital pada saat ini menuntut kepada sebuah pelayanan informasi yang cepat, tepat, akurat. Keterbukaan menjadi kebutuhan masyarakat. Inovasi harus dilakukan oleh pemerintah untuk dapat memenuhi di era tersebut. tersebut berkaitan dengan perencanaan pembangunan berbasis teknologi. Smart City adalah penerapan konsep kota cerdas pemanfaatan teknologi mewujudkan masyarakat baik. Salah satu daerah berinovasi melakukan hal Pemerintah Kota Semarang. Semarang membuat sistem diberi nama SIMPERDA (Sistem Perencanaan Daerah). Metode digunakan dalam penelitian studi literatur melalui data sekunder. Tujuan dari guna mengetahui pelaksanaan city memanfaatkan komunikasi ada bahwa bisa salah telah menjalankan syarat agar Good Governance. Aplikasi Simperda diharapkan pelaku sesuai tata kelola mekanisme alur kinerja. Setiap rangkaian tingkatan kecamatan sampai kabupaten secara terintegrasi. Seluruh proses setiap online ini.
